Der Arbeitskreis sagt dem Staat ein Plus von mehr als 43 Milliarden Euro bis 2030 voraus – davon entfallen nur drei Milliarden Euro auf den Bund. Das löst weder Klingbeils Haushaltsprobleme, noch erlaubt es neue Projekte.
